This is a 2001 reenactment of General Charles Cornwallis’ surrender at Yorktown, Virginia, which essentially ended the Revolutionary War. The tradition is that the British troops played the song “The World Turned Upside Down” at that point. There apparently is some controversy over whether they actually did or not.
